QUESTION: I just purchased a new scooter BD50QT-3-I scooter. It came with 4 miles on it it now has 31 miles. It just not wanting to turn over or start up. Took it to mechanic he said that I have a bad magneto. Could it be something else???

ANSWER: Gary,
 I am going to make the assumption that this is one of the Chinese scooters, of which, I have very little knowledge...That being said an engine is still an engine.   

  If you have no spark and your switches all check out, then probably, your mechanic is correct..

  If you have recently purchased this scooter, there should be some sort of warranty with this.  I would contact the dealer you got it from and inquire...if you got it from an individual, you may have to find a dealer and take it there for more specialized testing

  Wish I could be more help, but there is no documentation or service manuals for these, to the best of my knowledge

QUESTION: I removed the magneto and did a continuity test on all of the wires, doesn't that mean that the magneto works

Gary,
 Not necessarily,  there is specified ratings for the ohm readings for each wire.  If you can obtain the specs from a dealer , then you can properly test to see if your mag is working.
  If you can give me the make and model again  , I will be happy to try and do some research for you
