Question
When I had the new inline filter connected the air cut-off valve would not pull any fuel from the gas tank but after I took out the inline fuel filter and put in straight tubing then it would pull the fuel out of the tank just fine. I checked the petcock and the fuel drains just fine.

When I got it started, a lot of fuel started pooring from the first carb out of the overflow drain but when I checked the float, it seemed to work fine.

The engine will not rev over 3000 RPM even when the throttle is opened up all the way.

Anthony,you need to clean or adjust the carbs.  The carbs aren't shutting the fuel off at the right float level so the carbs are running too rich.  You can test this by running for a while with the petcock shut off.  If the engine starts to run good after a little bit, the float level is too high.
