Just purchased a 2004 yamaha v star 650.  Our riding today and noticed it wants to lock in position when I stop.  What I mean is when I start to take off the bike doesn't want to roll.  It's like something standing in front holding in still

Your front brake sounds like it is binding. When you start riding, the fluid heats up and the brake starts binding on the rotor. Usually this is because of corrosion buildup behind the seal in the caliper.  Cleaning the caliper and seals should fix your problem.  Careful don't get brake fluid on any painted surfaces and bleed the system properly to get all the air out.
