how do you adjust the bolt on the neck

Answer
If you are refering to fork nut, loosen the lock nut on the side. With the bike sitting on a jack, with the front wheel off the ground, snug the fork nut, just until the forks rotate freely, without play. then tighten the locknut. Check after your done to make sure you have no foward or back play in the forks
