Motorcycle Repair: front fork reassembly, honda cl 350, rubber biscuit

Question
I am repairing a 1969 honda cl 350 . Upon reassembling of the front fork i find that the boot over and the spring of the front fork seems to come to rest on the thin metal of the head light brackets which is supported on rubber gaskets on the fork. I am not sure how to reassemble the SEAT, SPRING (UPPER)part# 3873067-001  the boot and the RIB, FR. FORK part# 3872967-001, so the pressure from the spring rest on a solid structure

Answer
Ron, that's the way those bikes were designed.  There was a firm rubber biscuit between the head light bracket and the steering stem.  The fork tube slides up inside the headlight bracket inside that rubber biscuit and the spring seated on that lower ring of the bracket.  If you look closely once you have it all assembled, I think you'll see the ring actually rests on the lower part of the triple tree but even if it doesn't, that's the way they were made.  They seemed to work pretty well.
