Motorcycle Repair: Firing problems on 72 CB450, electrical diagnostics, carbs

Bike has been leaking fuel from the float overflow tubes but still starting and running fine. Recently the bike has been turning over but not firing. There is spark to both plugs and in the breaker points. Are there any other electrical diagnostics that you could recommend?

The carbs may be flooding the engine causing it not to start.  If you are getting spark at both plugs, it's something else.  The leaking fuel is caused by dirt under the float needle and seat or the needle and seats are just worn out.  Check the tank for rust.  That's a pretty commong cause of this type of problem.
