Motorcycle Repair: Adjustable pushrods, adjustable pushrods, cam lobe

Question
What is the best way to adjust the pushrods on a TC88 HD ?
I rolled the motor over to get each cam lobe (one at a time)in it's tdc position exhaust/intake and then tightened that pushrod. Then I waited for a minute or two to let the tappet fully decompress/or relax,then readjusted. They're now tight, but I can still spin the rod with my fingers. Is there anything else I should be aware of or am I even doing this correctly?

Go to the front exhaust and rotate the motor so the lifter is all the way to the bottom of its stroke. Now tighten the pushrod until you can rotate it between your fingers and wait about 15 minutes, Check it, if you can rotate it it is not bled all the way so tighten it again. Keep doing this until you can rotate it. Back it off, just until you can rotate it and then go 1 1/2 more turns and its set. Do this for each one
