Motorcycle Repair: 1974 Honda CL360 turning signal problem, turn signal flasher, honda cl360

The turning signals on my CL360 will turn on but not flash.  This applies to all of the signals, with and without the brights on.  I believe the problem started when my battery was getting low.  They did start working about a day after I put the fully recharged battery back in, but reverted back and has not changed since.  The fuses under the seat look fine.

Steve, the turn signal flasher depends on heat from the current going through it to heat a bi-metal strip that opens and closes as it heats up and cools down.  If the battery is low or if there's a reduction in current due to resistance in the circuit, it will reduce the current through the flasher and it won't flash.  Assuming the battery is charged up and the connections are all clean, the problem may just be a worn out flasher unit.
