Motorcycle Repair: 1974 honda cb360, starter clutch, starter motor

I AM RESTORING A HONDA CB360 AND THE STARTER MOTOR JUST MAKES A HIGH-PITCHED SPINNING NOISE. i TRIED IT WITHOUT THE ALTERNATOR COVER AND THE STARTER MOTOR GEAR SPINS PROPERLY AND SPINS THE GEAR BEHIND THE ALTERNATOR, BUT THIS DOPES NOT TURN THE CRANK. THE PRIMARY CHAIN JUST SPINS WITHOUT TURNING THE MOTOR OVER. ANY SUGGESTIONS WOULD BE GREATLY APPRECIATED. THANKS, WILL.

Answer
The starter clutch is slipping. You have to remove the rotor on the end of the crankshaft and you'll find the starter clutch bolted to the back side of the rotor with three screws.  You don't have to remove the clutch housing but usually the three springs and plungers go bad and need to be replaced.  After replacing them, use grease to pack in and around the rollers to hold things in place while you reinstall it on the crank.
