Motorcycle Repair: Honda CB175, throttle cable, cranks

I just picked this bike up a few weeks ago and everything seems to be in order until i go to start this machine.  It cranks over fine but then shoots to 7000 rpm and it gets to loud and i get scared and shut it down.  What would be causing this?  I'd really like to ride this bike yet this year, but i am perplexed.

The throttle cable is stuck, idle screw is in too far or the slide is stuck in the carb.  It could be caused by a rusty throttle cable or a dirty carb.  Take the air filter off or remove the carb and watch inside the carb bore as you open and close the throttle.  See if it doesn't moved freely in the carb.  I'm assuming you have already tried to adjust the idle speed.
