QUESTION: the motor and trans came out of a 78

Answer
The clutch basket you have is probably a aftermarket one, since I dont think harley made one for that year with loose bearings. If the bearings are worn then the clutch basket will wobble. If it wobbles then you will probably break a belt. What you would need to do is see if you need oversize bearings to remove the wobble.
If it were me, I would change the bike to a primary chain. Harley made bikes a few years with a belt and they didnt work real well, so they went back to chain.
Good luck and happy riding
