Motorcycle Repair: throttle cable instalation, throttle cable, throttle lever

1993 Soft tail  I am having trouble installing new throttle and idle cable on S&S Super e carb. Do I have to install throttle cable before the idle cable. There doesn't seem to be enough travel in cable to reach the throttle housing on handle bars. Do I have to rotate the throttle spool to make it reach and if so how do i rotate it.

You have to install the cables in the trrottle lever first, before installing in the carb. Adjust the cable so its the shortest and once you have it in the throttle lever then put the idle cable in the carb and then the throttle cable
