Motorcycle Repair: 1979 Honda CX500D Carb Tuning, air velocity, sorry jerry

Just got my son's 79 CX500D running after a LONG time idle. The carbs were rebuilt at a local shop, and they neglected to replace the o-rings on the fuel pipe between the carbs, and the right carb was leaking badly. We separated the carbs, and put new o-rings on both ends of the fuel pipe, then reconnected the carbs, but did no other changes. The bike starts easily, idles and runs pretty smoothly, but acceleration is VERY sluggish until it reaches around 4000 - 5000 rpm, then surges forward with what I assume is normal power.
How do I adjust low speed throttle response to help it accelerate through the entire RPM range?

Sorry Jerry, we've lost our Internet access when the storm went through central IL and the tower was struck by lightning.  It's difficult to figure out the problem with the information you've provided.  I'm assuming you are opening the throttle rapidly and the engine does not accelerate.  Will it accelerate with out a significant hesitation if you open the throttle slowly?  If it doesn't, the vacuum pistons are probably not installed correctly and they are leaning out the mid-range fuel too much until the air velocity gets high enough to pull more fuel out of the bowl.
