i have 1 big spark then very fine spark .is the stater supposed to have oil in that part of engine

Walter, you don't make it very easy for MrHonda to help you. The year of the bike and make (Yamaha) are important clues, so I can find it on www.bikebandits.com.

From doing my own research, I find:

I see that the bike has no points for the ignition, thus CDI spark system, which is characterized by a fast-rise, high voltage output at the ignition coil. Assuming that you are using a fresh spark plug to check your spark output, you will probably see the condition that you describe as normal. CDI sparks are kind of wispy, but will kick your $#% if you grab the plug wire ungrounded.

Finally, yes the stators/rotors on most modern bikes are oil cooled, being that they are fitted on the end of the crankshaft.

So, if your bike won't start, it probably is not the fault of the ignition system. Clean the carburetor idle jet, verify adequate compression (after checking the valve clearances), clean the air filter, have fresh fuel in the tank/carb and it should fire up....
