Motorcycle Repair: KZ 700 Fast idle, mixture settings, vacuum lines

I bought a Kawasaki KZ700 for almost nothing and am trying to get it on the road. The bike fires right up, but immediately revs up to WOT. I checked the vacuum lines and found no leaks, the throttle operates properly too. could it be possible that the choke is stuck? The carbs have been thoroughly cleaned, so it might also be the mixture settings also. not sure where to start. I'm sure the answer is right in my face. any help would greatly appreciated

Randall, if you want me to answer non-Honda questions, I need more info to even begin... like the year of production. Also, information like if the intake or exhaust has been changed from OEM specs.

I tried a quick web search and found a 1984 reference, but the www.bikebandit.com site doesn't have any microfiche illustrations online for that bike.

Carbs look like they have enrichener systems, rather than the conventional choke flaps, so probably an o-ring is missing and/or one or more of the choke assemblies are not closing off. The function of the enrichener system is that it adds fuel AND AIR to the idle circuits, so that is how it goes into fast idle when you pull the choke on. Normally, I think that the choke system would kick the idle speed up to about 4k or so, when pulled fully ON. If it is sending the motor to the red-zone, then I would double-check the throttle valve plates, to ensure that they are closing all the way and the diaphragms on the carb slides to see if one has a hole in it.

If the carburetion is all okay, set to specs, then the other things that make engines go into fast running conditions are damaged throttle /choke cables or the ignition timing is way off for some reason.
