Answer
Scott,

if your carb is in the side cover,
it is a rotary valve engine.
The valve can get scored and
cause running problems.

It may just be a bad spark plug,
flooded due to a dirty carb
or plugged carb jets.

It may have contact point ignition
which needs cleaning or adjustments.

Does it have an oil/gas premix
or an oil injection system?
It needs one or the other.

Lastly, if the crankshaft seals leak
it may suck in air or transmission oil
which can hinder starting/running.

Make sure you have at least 90 or 100 psi compression
See if the spark plug is wet or dry.
Spray some wd40 in the carb mouth,
see if it fires.

Check that air filter is clean.
Check for good fuel flow from the
gas tank petcock valve to the carb.

Check if it is electronic or contact point
ignition. The points would be under the flywheel
and may need attention.
