Petcock has a 4 hole gasket that allows fuel to flow from either the top (main) fuel tube or the bottom of the petcock (reserve). Ensure that the screen inside the petcock (remove the sediment bowl) is not damaged or blocked with debris.

The throttle cable pair open and close the carburetor throttle valve, manually. One cable, usually the "push" cable is non-adjustable, the other "pull" cable has an adjustment on the cable end where it enters the carburetor cable bracket and should also have some cable adjustment where it enters the throttle housing, too. If the cables are correct for that application, they should adjust in fine. If someone put the wrong application cable on, just to get it going, then you may not be able to adjust out the slack.
