Motorcycle Repair: pilot screw limiter cap, cbr600f1, adjustment screw

my 1989 Honda cbr600f1 has a loimiter cap on the pilot screw and i can only turn the pilot screw about 3/4 of a turn in either direction i need to adjust them to get my cargs working right.

the limiter caps are glued on, if it's
plastic it could be cut off with a
small grinder tool or cut off somehow.
Be careful not to damage the adjustment screw or threads.
If your carbs idle jets are plugged, adjustment
won't help much though.
