can i get codes on 98 roadking without scanner?

you should be able to get the codes by turning the ignition on and off 3 times. Then you will get flashing with about a 2 second pause then if there is a code flashing again. count the flashes for the first digit, there will be a pause and then count the flashes for the second digit.
