Answer
Ian,

-the backside of the pipe has to be cut open
with a gas type welder or hacksaw. All the old
oily packing and carbon removed or burned out
with a welding torch.

-There are exhaust repair
sites on the internet that have new packing
for sale or you could stuff some fibreglass
insulation in it to muffle the noise
better and act as a spark arrester.

-You could just clean it out, weld it up,
and stick a spark arrester on the end of the pipe.
Either way it needs to be rewelded.

-The other alternative is to find another
pipe which might be cleaner but it is hard
to tell until you try it on the bike.

-I don't recommend any other cleaning
techniques as they usually fail to get
the pipe cleaned out well enough.
