Motorcycle Repair: bendix puke/ kicker arm, ironhead chopper, kicker

Question
73 ironhead chopper stopped and drained gas from bendix carb. what is the cause? also, bike sits very low- kicker arm will not clear for full kick-ideas? thank you.

Gas running out the carb can be two reasons, One is the float is stuck and the other is the needle in the seat is bad.
If the kicker arm will not clear the bike might have been lowered. If it has then there is not much you can do
