have rebuilt carbs, replaced all air cutoff valves.  Still have very serious rich condition. All choke butterflies are open.

Michael,
some brands of rebuild kits are not calibrated
well. Have the tapered needles been changed in the
carbs? Sometimes the taper is too much and
results in an overrich fuel condition.
Set float levels at 15.5mm or .61 inch just
as the float closes the needle valve without
fully compressing the tiny spring loaded plunger
in the needle.
Were the float valves/needles replaced?
Is gas tank vent clear? Is air filter okay?
Is this rich condition at idle, mid-throttle
or high speed or all? It might help
to diagnose it by throttle opening.
Do you notice any pressure in the gas tank?
