Motorcycle Repair: 1992 dyna glide costom, hex head, head bolt

My timing cover screws came lose and I saw that the plate under the cover had moved from those screws being lose also. I would like to start at top dead center. so I have got the front cylinder all the way up and checked for the line in back of the 3/8 hex head bolt on the left side of the motor. it is also there but where do I go from there I was told to move the timing plate and a light would light up is that the square cream colored 1/2 by 1/2 little box. and is this true. when I hit T.D.C. Please help I can wrench on anything if I am told what I need to do thanks for taking the time to read. one more thing I tried with the key on also no light came on!

To find top dead center you need to slide the cover off the front intake pushrod so you can see it move. Rotate the rear wheel until you see the front intake closes. Now slowly rotate the motor until you see the line and your at top dead center.
Another thing you can do is look where the screw were on the plate. There should be a mark on the plate where the screws were tightened, so just put them in the same place that they were.
If you try it by top dead center you will need a timing light to set the timing
