Motorcycle Repair: 75 sporty, spring ring, oil seal

i have an oil problem i have been working on for about 6 mo. my xlh will transfer oil from the engine side to the transmission when riding, about 8 to 12 oz in 30 miles. it use to do it while setting, but i fixed that by replacing check ball and lapping it the seat. i have changed the crankshaft oil seal 3 times and have it apart to do the 4th time. my question. my cylmer manual says the sprocket shaft bearing spring ring is to come out before the oil seal,but the seal is smaller than the ring and comes out and goes in without removing the ring. are these directions in error or is there an unknown to me reason to remove the ring. the seal seems to be in properly, but i still have the problem. i have also checked the vent on the other side, the tube that comes from the generator housing, and it is clear. do you have any suggestions?

No the spring ring doesn't come out first.  Just change the seal.  You need a real Harley manual Part #99484-78 at $58.  The reason your oil is transferring from the crankcase to the primary is because you are putting the seal in backwards.  I see it all the time.
