Motorcycle Repair: throttle response, throttle position sensor, yz250f

I have a 2005 yz250f and when I am in 1st and 2nd gear in turns and punch the throttle it hesitates or bogs down for a second and then kicks in.  What is a good way to fix this so I get better throttle response?

Has is always done this? Assuming pipe and all is stock here are some things that come to mind. Is gas good quality and fresh? Clean air filter, check plug, check carb float height, check jetting according to manual (you may need an adjustment for your location - a good tuner can help you). Make sure everyting on intake is clean - no obstructions in carb. Check valves are in spec. If your bike has a throttle position sensor I would check that it is properly calibrated/aligned.
