Sorry Dan, I wrote a long answer and it must have been deleted by my PS.  So, again, there are a number of ways.  You could run a fine thread die down the stud to thread it and double-nut the stud off.  You could run the die down it and put a single nut on it, tack weld the center of the nut to the stud and then just put a socket on it.  Or use a stud removal tool if Snap-on, Mac, or Matco has one that will fit in there.  Or just lock some vise grips or a real small stilson wrench (monkey wrench with teeth) on it.  You have to heat the area though to break the loctite.  Use propane NOT acetylene and only heat it up enough to break it loose, you don't want to melt anything.  If you have enough room to get a die on it I always like the threading and double-nutting routine. Replace it with HD stud # 16715-83.

Great.  I always take a wire brush and clean around the base of the stud and soak it with some PB Blaster for a bit to help loosen things up.  Sometimes it works better if you double-nut it and then try TIGHTENING IT just til you hear it break free, then loosen it.
