Motorcycle Repair: Honda Carb Leak, vacuum valve, gas manifold


Question
I have an '81 CB650C. All 4 carbs are leaking gas. I took them all apart..no varnish, jets are clean, floats and needles in new condition. Leaks seem to be in each drain (o-rings at head all seal well, but loose or tight, the actual drains constantly drip slowly with petcock on).
Are the screws the culpret or the bowls themselves?
Also, there seems to be leakage from the gas manifold? after the vacuum valve, but before the inlet needles? Is the repairable with new gaskets/o-rings?
Semi-related...the gas tank has a lot or rust flakes, but the rigged in-line fuel filter is clean. IS there any way to get the rust out of the tank?

for the tank  buy some murattic acid pour in in a gllon metal container with a gallon of wwater pour it in tank let it soak about 5 minutees use exterme care safety gogles ,gloves etc. also make sure tank is completely empty  let it sit out for a day with cap off befor doing this you definitely have trash in the carbs causing float to stick
