Motorcycle Repair: Dishonest Mechanics, dishonest mechanics, brand new bike

Mitch, my girlfriend recently bought a 250 2006 Kawasaki ninja about 2 months ago.. She drives it only to work and minimal errands around town. My point is the bike is still in "Brand New" condition.  She was thinking of a road trip with a bike club and thought it would be a smart idea to take the bike in for a tune up at the very same dealership that sold her the bike.  She THOUGHT it was a free service and when she went to pick it up a few days later she was slapped with a 300.00 dollar bill.  In my opinion a bike this new should not have been apprpved for a tune by the so called "Experience and Certified Technisians".  My car tune up is anywhere from 60-100.00 dollars and thats once a year.  Sounds like they took advantage of a young woman who knows nothing of bike mechanics and ran with it.  What is the best way in dealing with this.  She already gave her credit card because she did'nt know what else to do but I dont think she should have to pay fot it all.  Honestly, what could the mechanic have done to such a brand new bike that would justify a cost of 300.00 and not replace anyparts?  I feel like this should be reported.  Please help

FIRST OF ALL DID SHE SIGN TO HAVE THE PARTICULAR WRK SHE IS BEING CHARGED FOR.FOR THE OK TO DO IT IF NOT YOU DO HAVE RECOURSE.LET ME KNOW IF YOU NEED MORE INFO I OWN MY OWN SHOP NO WORK IS DONE TILL I HAVE ACUSTOMERS SIGNATURE  TO OK THE WORK.
