Motorcycle Repair: Engine floods all the time., joey joe, dirt bikes

Sorry for asking you this question, I know that you specify only dirt bikes but I know you can help me because this is carb/engine question. I have a Kawasaki 1995 EX 250 that just keep on flooding. I took out the carbs probably 10 times already thinking that it needs cleaning. It's very clean since everytime I take it out I clean them. For some reason that I don't know the engine keeps on flooding with no choke and no throttle. Everytime I take out the carbs, fuel is literally sitting by the intake boots. When I install the carbs back, the engine would start fine initially and idle good at about 1100-1300 RPM's for about 5-8 minutes until the engine warms up and then it'll begin to sputter and dies soon thereafter. I adjusted all the intake and exhaust valve clearances to specifications but it still does the same thing. New spark plugs were put in. Air filter is clean. Gas in the tank is fresh and new. I don't know what to do next. I'm at a complete loss here. Please help me Anthony. Thank you in advance.

Here are the top reasons why this would happen:

1) Bad fuel petcock - there are little diaphrams in there that can be ruptured allowing the intake to continuously draw too much fuel.  Replace.

2) Inspect carefully your needle jets, if you say they are spotless, they still have little screens/o-rings at the tops of their assemblies, replace these o-rings and clean the screens

3) The floats are damaged...  remove the floats in the bottom of the carbs, place them in a dish of gas, if they sink... replace!

I highly recommend you do/follow all three steps i've outlined - I'm fairly certain it will solve it.
