Motorcycle Repair: 1982 FLHP Questions, flhs, starter battery

My brother-in-law recently passed away.  I am considering buying his bike from my sister.  As above, it is a 1982 FLHP per the VIN number on it.  It was a one owner bike (he bought it new)
Couple ?'s

1) What are the differences between this and the regular FLHs?

2) What are these things worth.  I would say it is in fair condition, been laid down once or twice but was repainted about 5 years ago.  Needs little things (starter, battery, cleaning) and it is pretty much stock from what I can tell.  I've seen the perfectly restored ones for $12K+, but I've also seen early 80's FLHs for $3K-$5K.  I'm wondering what the "Police Special" does to the pricing.

3) Any idea what standard equipment came on these?  Hard bags, windshield, etc? or was everything options back then.

the wiring is a little different for the police accesories is about it.
Should be worth around $7400.00 in excellent condition so you will have to take some off for damage. Hard for me to tell without seeing the bike.
There was no standard equipment. It was what the police department ordered at the time. The usually did come with hard bags and windshields.
