how do i remove the petcock from the tank?  i'm trying to refinish the inside of the tank.

once you sign up go to HONDA, then CB200T and find fuel tank and the other options.
To remove the petcock, take the fuel bowl off the bottom, then the screen and O-ring. Up inside is a single long Phillips head screw that holds the petcock to the bottom of the tank. Use an impact driver or a nice sharp #3 (probably) Phillips screwdriver to catch the edges and remove the screw. If you have rust in the tank, you may have some difficulties with it, as the screw goes into the bottom of the tank and the exposed threads can get corroded.
Shoot some SEAFOAM or KROIL or other penetrating fluid down inside the tank and try to get it on the end of the screw. If you get the screw to loosen, try turning in and out a little at a time, so the rust will slowly loosen and release from tip.
