Motorcycle Repair: 1983 honda shadow 750, honda shadow 750, fuel system components

Question
I bought this 83 shadow at auction.  I was a mechanic for over 7
years.   I rebuilt the carbs, bought a new fuel pump, and a new
fuel relay.  I tested the new fuel pump directly to 12 volts for a
second and it works.  The fuel relay/ cut off is a three prong
relay.  I hooked my multi meter to the relay's incoming power
connection, and I am getting 12 volt to two of the relay's
terminals.  The other is for the exit power to the fuel pump,
which doesn't have power as it shouldn't.  When I hooked the
new relay up to the terminal, it is not putting power through to
the fuel pump.  I thought it was a faulty relay so I complained to
the store where I bought it and they sent me a new one free and
said they have never had a new relay come in faulty.  And then
said if this one doesn't work then it must be something else.  I
hooked this one up and it didn't work either.   I thought that
since I had power to two terminals that that it should work and
that the third is an exit to the fuel pump.  I know the third is to
the fuel pump because I chased the wire to it.  What do you
think the problem is.  I am getting a fuel charge, 12 volts, to the
relay on both prongs that come in to it.  Should I have power on
both or just one.  The bike was laid down before I got it, and I
don't know if there is something else electronically that over
rides it.  Thank you for your time and answer.
