Motorcycle Repair: Restoring Old VESPA, vespa scooter, scooter 150cc

i know this is not about hondas but... I am trying to restore and old Vespa scooter 150cc's. It has not run for like 6 months becuase it has just been sitting. What are some basic things I should do to try and get it running before i continue to restore it. Also is there a general process or oder of operations for restoring?

Engines need fresh fuel/air, mixed properly by a clean carburetor, strong spark at just the right time, compression, made possible by good fitting rings/piston and on 2 strokes all the crankshaft seals need to be in good working order.
