Motorcycle Repair: my yamaha fzr 1000 94 wont rev over 4000, yamaha fzr 1000, rpms

I have a 94 fzr 1000 that wont rev over 4000 rpms is that the cdi box that needs to be replaced? It used to do it with the old motor also

Without knowing the history of the machine (did it always run like this, etc.) I cannot give you an effective answer.  I need complete info to help you.  Even if you don't think it is important, if it has to do with the motor and it's history then it could help.
