Motorcycle Repair: carbs, gas additives, shively

I HAVE A 95 SUZUKI RF600 IT STARTS BUT HAS NO POWER IT TENDS TO BACK FIRE @ AN IDOL, BUT AFTER 3000RPM IT LEVELS OUT. WHEN YOU RIDE IT YOU CAN GO TO TAKE OFF AND IT SEEMS TO ACT LIKE IT BOGGS DOWN LIKE YOUVE CUT OFF THE GAS. IF YOU CAN GIVE ME ANY POSSIBLE SOLUTIONS OR PROBLEMS I WOULD GREATLY APPRECIATE IT. I have an idea of what's happening.

Can you provide any history of repairs, modifications, and service? For example, when was last tune-up? Is the engine completely stock? Has anyone tampered with the carburetors? Has the MC been stored or not started for any periods of time? Any gas additives added to fuel?

Details help me diagnose the problem. Can you remove the spark plugs and describe their appearance to me? Remember which cylinder each plug is removed from.

We'll go from there.
