Motorcycle Repair: Electrical problem, electricy, lighting system

I have a 1999 Heritage Classic 1340. If I try and switch to my HI beam head light, all the lights on the bike go out until the relay reset itself (2 seconds or so). I have replace the 4 relay switches or fuses, whatever you call them.Also my blinkers do not work 75% of the time. Any ideas.

You have a short in your lights and that is why you are blowing breakers.
What you need to do is get a test light. Start by unplugging lights and things in the lighting system and see if it blows.
You will have to follow the electricy to find the problem. It would help if you had a service manual which will have a wiring diagram to follow.
