Motorcycle Repair: Lights, honda nighthawk, light situation

I have a 1983 650cc Honda Nighthawk and when you turn the bike to on the headlight and tail light do not come on. Furthermore the start button does not work. The bike will run on a push start. The headlight fuse burns out everytime you put a new one in it. Do you have any suggestions on how to fix this light situation?

I usually only questions on Harleys, but I might be able to help.
Since you are blowing fuses you have a short. What you need to do is get a test light and start tracing the lighting system out to find the short.
As to the starter button, you can use the test light to see if its any good or if there is any power going to it.
