Motorcycle Repair: Motorcycle Engine seize, honda cl 350, clutch problems

I am 26 years an avid MX rider in the past, but was taking it easy with this vintage bike. I have a 1970 Honda CL 350 it has a 4-stroke 325 cc engine only 5000 miles I recently recieved from a family member the bike had been sitting about two years before i recieved it I had the bike check with a local reapir shop and they said everythign was fine before I started off. though they checked it out I noticed that there seemed to be something reducing the flow of fuel when the fuel level became low, to the point of stalling the engine. On the third day of use I stalled in about 20 miles from my house, after shaking the tank and getting fuel to flow again i started off again, then once again it stalled out. So in order to conserve battery power I decided to kick start the bike, then somethign happened, the engine seemed to seize up the kick starter wouldn't move and after moving the bike back in forth in gear I was able to put it back in neutrtal and kick it again, but then there was no compression sound, and then i could here the stator spin inside the case but I wasn't getting anything that was hinting the bike to start. I am not sure if the gearbox is stuck or something is now wrong with the timing. please let me know.

Royce, Sounds like 2 problems? (1) You need to clean gas tank,And tank filter? (2) Sounds like clutch problems you will have to take cover off and inspect clutch? This bike has primary kick in the starter for manual kick starting. Good luck,Hope this helps? Glen
