Motorcycle Repair: Charging Problems, suzuki gs850g, charging systems

Hey all, I am stumped and need expert help. I have a '80 Suzuki GS850G and have replaced the stator as it was shorted to ground. When I rev the bike up, at around 1800rpm the headlight gets bright and then dims.. I was told that the reg/rect was bad so I spent the money on a new one today. The problem still exists and I don't have a clue. I have checked the wiring and can't find a short or anything... The battery is new(autozone) and I am charging around 12.32 at 3500rpm, but if I linger around 1800rpm it will go up to 12.80 or so... Please help me figure this out.
