Motorcycle Repair: 1999 Softtail Classic Carb, harley softtail, rubber diaphragm

I have a 1999 Harley Softtail Classic.  I bought it new in 2000.  I only have about 3500 miles on it.  When I am crusing down the road at 65 and go to let on or off the throttle, the bike spits and sputters.  I rebuilt the carb last summer because the rubber diaphragm had holes in it.  However, it has not gotten any better.  Any ideas? (I should let you know that Dan's wife actually asked this question because Dan is in the garage cursing his head off - so if the terminology used does not sound like it is coming from someone who knows about motorcycles, I apologize.  I just feel sorry for him and am trying to help).  Thanks for any help you can give him.

Tell him to remove the carb and take the top cover off and check the diaphram. Sometimes that rubber gets pinched when putting the cover on or it doesnt get seated properly.
