Motorcycle Repair: Starting after running out of fuel, kawasaki zzr250, float bowl

Hi Mike,
I have a Kawasaki ZZR250 which has a fuel system problem. If I run the bike completely out of fuel, or empty the float bowls in the carby, after putting new fuel in, the bike won't start unless it has been left for a few hours. The it starts like a charm. I thought it could have been water in the fuel, settling at the bottom of the float bowl and not being used until there is no fuel left.
Also, I am concerned about the filter in the petcock. I'm not sure if it is doing such a great job, the fuel tank is a bit rusty. Can you just put a car fuel filter in the fuel line?

I usually only answer questions on harleys, but I might be able to help you. Sounds like your float bowl is full of dirt. remove the float bowl and clean it out. You can buy a inline filter for a motorcycle and that will help.
