Motorcycle Repair: Shovelhead starter problems, starter solenoid, bill priest

The battery is probably little less then a year old.  I charged it prior to putting everything back together.  All terminals and wires connecting to the battery have been wire brushed.  Also the contact on the frame has been wire brushed prior to me connecting the ground cable.  Sometimes the gear will kick into the clutch hub but will not turn it.  I can turn the clutch hub with my hands and also move it with the kicker.  I am puzzled with this, I also stated that I replaced the gear on the shaft, it seem pretty straight forward how to put it back together.  Last night I took the starter off and placed it on my bench and hooked it up to a battery jumper system.  When I turned on the jumper system the starter kicked in like usual.  I saw where the gear was coming out of the starter turning with no issues.  When the starter was rebuilt, could it not have enough power to move the clutch hub?  So to answer your other question, the gear sits when engaged into the clutch hub.  It it doesn't engage, it will sound like a starter missing the flywheel with a zinging sound.  Hopefully this helps.  I do appreciate your help in this matter.

Question -
I have an old 1975 FLH that i've had for years. I am having starter problems.  Below is the list of what I changed this past six months:

1.  Replaced the wiring harness with one from V-Twin.  Wasn't much of one before.
2.  Had the starter rebuilt.
3.  Replaced the starter solenoid twice.
4.  Replaced the engagement on the engagement shaft.
5.  Added a starter relay.  Didn't have one in the configuration before.
6.  Took an old outer primary and cut it so that I could watch the gear engage the clutch hub.

It will engage 50% of the time and will not turn over the clutch hub.  I have been told that its the solenoid, but I believe it might be the starter.  Your assistance in this matter is appreciated.
Answer -
Since you can see it trying to turn, what does it do? Sit and chatter? Have you checked you battery? have you checked to make sure you have a good ground for the battery?

With everything you have listed above that you have done, it sounds like you have a weak starter and its not turning the bike over. Not sure what they did to rebuild it, but I would go ahead and replace it since its a 75. That should solve your problem.
