Motorcycle Repair: SE valve and Throttle adjustments, honda sabre, shively

Question
I have an 02 VT1100c2 Honda Sabre with 1800 miles on it.  I have tried to follow the manuel on the bike to adjust the SE valve and the throttle free play.  The manuel says the SE valve needs to to have a gap of 10-11mm.  I can only acheive 13mm regardless of what I do.  I have moved the cable elbow at the grip like the book says but can get no change.  If I move the elbow too much, when I turn the bar to the left the cable pulls and straightens out the elbow.  There isn't much slack in this line to begin with.  How critical is this adjustment and how can I get more adjustment in the SE valve?
On the Throttle:  When the bars are striaght or to the left the throttle will snap back into place after you turn the grip, but when they are turned to the right it will not snap back.  It wants to stay open or very slowly go back. Adusting at the grip has minimual effetct.  Is this normal or do I need to adjust at the carbs on the left side?  Thanks in advance for your help.
Kind Regards,
David

Answer
Hi David,

Throttle should snap back with bars lock-to-lock. The cables may not be routed properly or are hanging-up on something.

Try adjusting the cables at the carburetor ends to get the required amount or play at the throttle ends.

These problems are simple, yet very frustrating. Work patiently and consume your favorite beverage. : )
