Motorcycle Repair: STARTER, starter button, jackshaft

MY GIRLFRIEND HAS A 99 FATBOY. THE STARTER DOES NOT ENGAGE. IT JUST SPINS. THE PROBLEM STARTED OVER A TWO WEEK PERIOD.

First you need to determine what is not working. First, drain the primary oil. remove the primary cover.
Now bump the starter button. Is the jackshaft coming out and engaging the gear on the clutch hub or not? If it does, does is not try to turn the gear?
