Motorcycle Repair: oil change and valve problems, honda elite, honda shop

2004 honda elite 80cc my little brother changed the oil in this bike and it wouldnt start again.my mother took it to the honda shop and they told her that there was a spring left off during the oil change that bent a valve! how can this be possible? then they told her that the valve got fixed and they cranked the bike and now they hear a lower end noise so they are going to tear it down again.does any of this make sense?

There's not enough information given to understand what has happened. Seems weird, but it's possible. I would like to read the shop's work order. I

If in doubt about the opinion of the dealership, get an estimate from another shop.
