Answer
Hi Doug,

The base rides on the cam lobe.

You'll have to read the instructions in the service manual for replacing and setting ignition breaker points and condensors. If you have a specific question, I'll answer it. I'm providing the following information from memory.

Basically, find compression stroke of #1 cylinder by placing thumb over that spark plug hole and feeling/hearing air escape past thumb as you rotate engine.  Install the 1-4 points with the crankshaft at the TDC mark (T mark) with #1 piston on compression stroke. Adjust the point gap to, I think, 0.012" to 0.016" if I remember correctly.

Do the same for the 2-3 points, but leave the base plate on that set intact.

When done, use a dwell meter and set ignition timing to about 54 degrees, if I remember correctly. Or, use a inductive timing light with the inductive pick up clamp on the #1 plug wire. Adjust plate of 1-4 points until TDC mark lines up with timing mark. Raise rpm to above 3,000 and ensure the F mark lines up with timing mark. If not clean and lube mechanical advancer behind points and recheck, or replace advancer.

Put inductive pick up on #2 plug wire. Adjust "base plate" to change timing. Ensure F mark lines up with rpm increase.

Timing should be set.
