Motorcycle Repair: wont start leaking gas, proper mixture, proper fuel

Hi, I'm not very knowledgeable about bikes but with your help maybe my problem is fixable. It's a 1980 750CB Honda, 11,000 miles looks good. It ran fine when I purchased it. I purchased it a couple of years ago but it's not been started since. It's been in my house since.
Symptoms
1. Won't start
2. Turns over won't fire.
2. Has spark
3. New Gas just a little, used reserve valve.
4. Gas leaking from tube on right carb
Friend said the float may be stuck but still should fire. This year, I cleaned it up didn't mess with the engine. Did some rewiring where the 6 pin,uses 5, connector had overheated.

Hi Ralph.
 The leak could be bad floats, but most likely is dry-rotted seals and gaskets in the carbs.

Also, the carbs need to be cleaned completely and properly to get the "varnish" out, which is preventing proper fuel flow through the carbs.

Your best bet is a complete rebuild of the carbs, so that all of the rubber and seals can be replaced and the carbs can be properly cleaned.  You may want a pro to do that job, only since the pilot screws need to be pulled and the carbs need to be reset for proper mixture afterward.
