Motorcycle Repair: 90 Sportster Mechanical Static Timing, pinion shaft, timing hole


Question
I am trying to set the static timing on my 90 sporty. The manual says to find the TDC mark on the flywheel thru the timing hole on the left side, and then install the cam gears, aligning the marks referenced to the pinion gear mark. Problem is, when TDC is aligned in the window, the pinion gear dimple mark is not in the correct location to align the rest of the cam gears. I found that when you rotate the engine to set the dimple (referenced to the keyway on the pinion shaft) in the correct location according to the manual, the advance timing mark is dead center in the window, and all the cam gears install and line up correctly. So, what is the correct procedure, if you please. Thanx in advance for any help here.
