Motorcycle Repair: Water placed in fuel, air fuel mixture, water in the fuel

Hello I have a 2003 four-stroke four wheeler that my two year old son chose to put water in the fuel tank.I found out after it stared running rough what had happened( he told me what he did)I have cleaned the carb and drained the block, but am having problems getting it to idle correctly.Runs great at high rpm's after using starting fluid, but dies when I back off the fuel.Any help is appreciated.Thanks, Chris

I normally only work on harleys, but I think I can help. SInce the bike was running fine before the water being added I would say that the carb is plugged up. Since It will only run at high speed I would say the the air/fuel mixture and the low speed jet is plugged.
