Motorcycle Repair: Low Rider Convertible Question, fxrs, saddlebags

I recently bought a 1991 FXRS convertible with removable saddlebags and windshield. The saddlebags have three knobbed screws on each side to hold it to the bike, they screw into rubber "well nuts" that kind of plug into the bike. Since my bike is on the older side (1991), when I go to remove the saddlebags 4 out of the 6 rubber well nuts completely pop out of the bike, so I don't even need to unscrew them. This makes me think the saddlebags are NOT secured very well to the bike. Apparently the rubber well nuts are supposed to expand when you screw in the saddlebag bolts, therefore securing them to the bike.

Have you ever seen this problem before? Should I just order new rubber well nuts, and if so should I glue them into the bike?

Over time the well nuts get old and will pop out. Your best solution is to replace them. The you will not have to worry about losing your saddlebags. I wouldn't glue them to the bike. If they ever break you will have trouble removing them.
